The free publications will make a big difference to small buisness who actively use the HSE publications and may even persuade some to start to use this service more. Just keep in mind that even with the back-up and advice of these publications employers still have a legal duty to carry out risk assessments in the workplace and have a health & safety policy in place that is reviewed on an annual basis.
